There is no shortage. It's not government.
It's the greedy gun shops that hoard and sell online to the highest bidder.
These people that buy are in panic mode and are willing to pay anything. What a great opportunity to the gun shops to make a killing. It's a shame you can't buy directly from the manufacturer. Not just ammo but guns too....

Just trying to find some 22LR and can't find them anywhere. finally find a small shop, has a box of 500, for $90. Didn't need them that bad.

I wouldn't pay $90 for a box of 500 .22 LR either!! What makes this ammunition situation worse is the fact some "Scalpers" are buying up all the ammunition and selling it on-line through E-bay or other on-line auction sites at greatly inflated prices. This is only going to HURT and make the situation in that many on-line businesses are going to go out of business due to lack of inventory. Some have started to offering "Fishing Equipment". Also impending gun laws will impact the gun & ammunition market very negatively.

I called 12 shops not including the big box stores. One rural king had 1 box of 12gauge and one little shop had 1 box of 20gauge shells. All the little shops said they couldn’t even order ammo and they don’t sell online... are they creating demand by cutting supply?

The problems comes from those that hoard ammo & the fact that in the last year we have had an extreme amount of new gun owners. If there wasn't someone out there that would pay these high prices gun shops wouldn't buy up all they can find.
I'm reloading for my hunting ammo this season. One box of bullets is the same as 5 boxes of loaded ammo. I'm shooting the 350 Legend this season for deer.
